Pistol-carbine PKSK - 10

Pistol-carbine PKSK - 10 (Portable Short Barreled Law-Enforcement Pistol) is a service weapon designed for the equipment of various private security companies and detective agencies. The carbine is batch-produced by company PTK "Oruzheinoye proizvodstvo" of Zlatoust machine building plant.

The pistol is based on Submachine gun PP-71 "Kedr". Itisblowbackoperated.  When fired, the breech block is actuated and the barrel bore is locked by tipping bolt. The hammer-type trigger and striking mechanism permits for single shots only. Safety lever is located on the right side of the receiver, once actuated it blocks the hammer unit and pistol slide.  When the magazine is empty and all rounds are fired, the magazine follower engages a slide-stop to hold the slide back. An operating handle is located on the left side of the pistol. A magazine catch button is also located on the left side, on magazine chamber. The pistol has a folding stock, the stock folds over the receiver by vertical turn. Sight – notadjustable, combined. When stock is folded the aiming is made through a rectangular opening, when stock is collapsed a diopter sight leaf goes up. Under the stock there is a false rod that does not perform any function, it serves only as visual difference between service weapon PKSK - 10 and military PP - 71 "Kedr" or "Klin".

Technicalcharacteristics:

Caliber: 9х17 К; Length with stock folded: 312 mm; Length with stock extended: 540 mm; Barrel length: 120 mm; Height with magazine: 180 mm; Width: 54 mm; Weight with magazine (without cartridges): 1,6 kg; Magazine capacity: 10 cartridges; Firing range: 50 meters.

 


Service pistol IZH-71 is the most practicable and reliable pistol. Caliber is 9Х17.

Magazine capacity – 8 cartridges.

List of security guard’s armament: changes

List of security guards’ armament has been changed. Thus, certified service weapons include firing smoothbore weapons (including long barrel guns) and riffled short barrel weapons of domestic manufacture, and also domestically produced firing non-lethal weapons. Earlier service weapons included guns, revolving pistols, rifles and smoothbore long barrel carbines of domestic manufacture.

As civilian weapons domestically produced fire weapons of limited destruction (non-lethal) can be also used. Firing tubeless weapons of domestic manufacture are not allowed.

Arms and ammunition supply rates for private security agencies are outlined in a new version.

Changes have been introduced into rules of civilian and service weapons and ammunition turnover on the territory of Russia. It is specified that suppliers (sellers) are forbidden to sell weapons and ammunition to legal and physical entities that do not have licenses for the purchase of a particular type of weapons, except for types of weapons that do not require licenses.

Amendments that are introduced into the Acts of the Government of Russian Federation

(approved by RF Government Regulation from the 16th of April 2012 № 311)

1. In the Regulation of the Government of the Russian Federation from the14th of August 1992 № 587 "Issues of private detective and private security activity" (Collected Acts of the President and the Government of the Russian Federation, 1992, № 8, art. 506; Collection of Legislative Acts of the Russian Federation, 2005, № 15, art. 1343; 2009, № 31, art. 3960; 2012, № 6, art. 665):

а) in the list of  security guards’ armament approved by the above-noted regulation:

paragraph 1 shall be revised as follows:

"1. Certified in accordance with established order as service weapons:

a) firing smoothbore weapons and riffled short barrel weapons of domestic manufacture;

b) firing smoothbore long barrel weapons of domestic manufacture;

c) domestically produced firing non-lethal weapons";

subparagraph "а" of paragraph 2 shall be revised as follows:

a) domestically produced firing non-lethal weapons;";

b) appendix № 5 to the above-noted regulation shall be revised as follows:

c) subparagraph "d" of paragraph 10 of Rules for qualification examination, approved by the above-noted regulation, shall read as follows:

d) first aid;.

2. In the Rules of civilian and service weapons and ammunition turnover on the territory of the Russian Federation, approved by the regulation of the Government of the Russian Federation from the 21st of July 1998 № 814 "On measures to regulate civilian and service weapons and ammunition turnover on the territory of the Russian Federation" (Collection of Legislative Acts of the Russian Federation, 1998, № 32, art. 3878):

a) in paragraph 7:

in subparagraph "а" there shall be inserted the words "except for types of weapons that do not requires licenses for their purchase";

in subparagraph "в" " there shall be inserted the words "except for types of ammo that do not require purchase license";

b) paragraph 25 shall be considered to have lost force;

c) paragraph 57 shall read as follows:

57. Storage of sport firing weapons including rifled barrel weapons or sport air weapons with muzzle energy over 7,5 J and caliber over 4,5 mm, sport cold bladed and throwing weapons, and hunting weapons is allowed for legal entities that obtained permission from internal affairs agencies for storage of weapons and (or) storage and use of weapons at shooting site, in the premises equipped in accordance with the requirements set in the present Rules.
